Position Summary

Based out of Halifax or New Glasgow, NS the Specialist, Attraction & Engagement is responsible for delivering core People & Culture programs, with a strong focus on full-cycle recruitment, while contributing across the broader employee lifecycle. This role supports the execution of initiatives related to recruitment, onboarding, engagement, performance management, learning and development, and employee relations.  As a trusted partner to the business, the Specialist collaborates closely with leaders and colleagues to ensure a consistent, positive employee experience, effective P&C operations, and alignment with organizational priorities.  Additional duties include:

Recruitment & Employer Branding

  • Carries out the full-cycle recruitment process for all non-management roles including job postings, candidate sourcing, screening, interview coordination and participation, due diligence (Criminal Record checks, reference checks), and offer preparation, ensuring a seamless and positive candidate experience.
  • Partners with hiring managers to understand workforce needs, provides guidance on recruitment best practices, and supports effective hiring decisions aligned with organizational goals to deliver on strategy.
  • Assists with building and maintaining strong community and talent pipeline relationships (e.g., schools, associations, local organizations) to support attraction strategies and enhance employer brand presence.
  • Monitors, calculates, and reports on key recruitment KPIs and trends on a monthly-basis and identifies gaps and opportunities for improvement.

Onboarding & Employee Experience

  • Coordinates onboarding activities to support successful integration and early engagement of new employees.
  • Supports the delivery, maintenance, and continuous improvement of core People & Culture programs across the employee lifecycle, including recruitment, onboarding, performance management, policies, employee engagement initiatives, diversity, equity, and inclusion, wellness programs, recognition, exit surveys, and learning and development activities.

Employee Relations & Performance Management

  • Provides support in employee relations matters, including documentation, preliminary fact-finding, ensuring a fair, consistent and confidential approach.
  • Supports leaders with performance management processes, including goal setting, feedback, and development planning.
  • Supports end-to-end employee life cycle activities including immigration inquiries, leaves and accommodations.

People Programs, Systems & Continuous Improvement

  • Contributes to the design, documentation, and continuous improvement of People & Culture processes, tools, and resources in partnership with People & Culture team.
  • Supports People & Culture team and the business with various projects, communications, presentations, and analysis as necessary.
  • Prepares and maintains employee records, People & Culture files and documentation, acting as a primary administrator of our Oracle HCM system; maintaining data integrity and ensuring all records are accurate and up to date.
  • Participates in quarterly testing of Oracle HCM system to ensure process compatibility and consistent, positive user-experience.
  • Collaborates with the team to support internal and external audit processes.

Coordination & Communications

  • Acts as coordinator for the team of workplace navigators.
  • In collaboration with the Communications Specialist, prepares internal communications related to all aspects of People & Culture (new hires, various program communications, etc.).

Other

  • Engages across all levels of the organization to create and promote a safe and respectful work environment.
  • Other special projects and tasks as assigned.

The profile we are looking for

  • Self-starter with a keen eagerness to learn all aspects of the employee lifecycle and contribute to continuous improvement and project work.
  • Post-secondary education in Human Resources, Business Administration, or a related field.
  • 3-5 years of progressive experience in Human Resources, with a strong focus on full-cycle recruitment, experience in a generalist capacity is considered an asset.
  • Experience supporting multiple HR functions, such as recruitment, employee relations, performance management, engagement, wellness, and learning & development.
  • Demonstrated ability to build strong relationships with hiring managers, candidates, and employees, with a customer-service mindset and strong communication skills.
  • Experience developing and maintaining talent pipelines and/or community partnerships (e.g., post-secondary institutions, industry associations) is an asset.
  • Strong organizational skills with the ability to manage multiple priorities and deliver high-quality work with attention to detail.
  • Analytical mindset with experience interpreting HR data and trends to inform decisions and improve processes.
  • Experience working with HRIS systems (e.g., Oracle HCM, Dayforce, or similar), Applicant Tracking Systems, and proficiency in Microsoft Office tools.
  • High level of professionalism, discretion, and sound judgment when handling confidential and sensitive information.
